An Overview of the Process of Assessment Validation and How to Validate Assessments
Registration brings RTOs many duties like annual declarations, AVETMISS reporting, and marketing compliance, yet validation often proves to be the most feared.Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.
In other words, validation identifies which elements of an RTO's assessment process are done right and which need improvement. A proper understanding of its key components makes the task less daunting.
According to SRTOs 2015 Clause 1.8, RTOs must ensure that their assessment systems, including RPL, comply with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
We are required by the standards to carry out two types of validation.
The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.
The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.
Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.
Defining the Two Types of Assessment Validation

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.
Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.
We will dedicate this article to assessment tool validation.
Conducting Assessment Tool Validation
Having outlined the two types of validation, it’s time to dive into assessment tool validation.
Appropriate Times for Assessment Tool Validation
The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.
There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- you update resources
- your scope includes new training products
- course gets reviewed against training product updates
- learning resources are identified as a risk during your risk assessment
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.
Identifying Training Products for Validation
Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.
What You Need for Assessment Tool Validation
Course Materials
Given that you are validating your assessment tools, you will need the complete array of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they suit the assessment task and address unit requirements.
Validation Committee
Clause 1.11 defines the requirements for validation panel members, stating validation can involve one or more individuals. RTOs usually require all trainers and assessors to be present, sometimes including industry experts.
As a whole, your validation panel must have:
Relevant vocational competencies and up-to-date industry skills for the unit being validated
Up-to-date expertise and skills in vocational teaching and learning
Any one of the following training and assessment qualifications:

Assessment validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.
It is advisable to use a more detailed template to inspect each unit requirement and its corresponding assessment items. Below is an example:

Essential Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?
Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?
Validity – Does the assessment evaluate what it is meant to evaluate? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?
Key Rules of Evidence
Validity – Does the evidence prove that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool confirming that the work is the candidate’s own?
Currency – Do the assessment tools mirror current units of competency and modern industry practices?
Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.
To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:
Practice Your Teachings
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:
nappy change
bottle preparation, feeding infants from bottles, and cleaning equipment
prepare solids and feed babies
respond to infant signs and cues appropriately
settle infants for sleep and prepare them
monitor and foster age-appropriate physical exploration and gross motor skills
Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Assessment validation process Australia Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t suffice.
All Requirements or Not Competent
Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What types of information can be included in a work package?
The answer may include:
Obligatory resources
Corresponding costs
Time allocated for activities
Appointed roles and responsibilities
When an assessment item calls for several answers, indicate the number of answers required from a student. This way, your assessment remains reliable, and the evidence collected is valid.
This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.
Answers could include, but are not limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls
People – isolating, use of engineering controls, administrative controls
Structural hazards – substituting, isolation, use of engineering controls
Chemical hazards – isolation, engineering, administrative controls
Equipment or machinery – isolating, use of engineering controls, administration
Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
